Testifying under oath

Town called Dobson makes the point today. If you're going to tell the truth why are you unwilling to answer under oath? I certainly can understand reasons for not taking oath such as not taking any oath on Scripture rather letting your 'yes' be yes and your 'no' be no as do some religious groups. But flat out saying we're not going to testify under oath?!
